Baby dies after mother throws it from China building

A newborn baby girl died in China after her mother threw out of the window of a block of flats, the latest in a series of infanticide cases that have appalled the Chinese public and reignited debate about the country's one child policy

Surveillance footage aired by a local TV station showed a bag containing the newborn plummeting to the road outside the building in the north-eastern city of Harbin. After hitting the ground, it was run over by a car.
The mother, identified by the local state Shenghuo Newspaper as an 18-year-old hairdresser with the surname Zhang, had given birth on Tuesday in the bathroom of a flat she shared with some 10 people.
Soon after the delivery she walked to a window between the second and third floors of the building and threw out the newborn.
It was not immediately clear whether the baby died upon impact with the road or when it was crushed by the vehicle.
But when a security guard noticed the bloodstained sack and called the police, the child was no longer breathing.
Ms Zhang was arrested on suspicion of intentional homicide and removed to a nearby hospital for treatment. Her own mother was reportedly distraught to discover what had happened, telling her: “How could you do this, this is murder!” according to the Shenghuo paper.
The case drew an outcry on social media as users attacked the mother for killing an innocent child.
China has seen a string of cases involving the killing or abandonment of young children in recent years, throwing the spotlight on controversial state policies to control population growth.
The government operates a strict one child policy and only married couples can apply for permission to have a child.
It is perhaps as a result of such policies, as well as social mores, that unmarried mothers sometimes feel unable to keep their babies - particularly daughters, who are traditionally less prized than sons.
Human rights groups and international organisations have raised concerns that China’s family planning programmes contribute to infanticide and child abandonment, with a clear gender bias - 95 percent of children in Chinese orphanages are girls, according to monitoring groups.
That has resulted in a significant population imbalance: in 2010, the Chinese Academy of Social Sciences said that within a decade one in five men would be unable to find a bride because of the high male to female ratio.
In recent times Chinese officials have hinted at a relaxation of the policy amid fears surrounding the country's ageing population and economic competitiveness.
In May, the nation was horrified by the case of Baby 59, who was dropped down a toilet pipe by her mother in the eastern province of Zhejang. The child survived, however, and the incident was later declared accidental.
